Waste Handling Management

PCT S.A. has developed and implements a Ship-generated Waste Management Plan, approved by the Hellenic Ministry of Development, Competitiveness and Mercantile Marine.

The Plan is in accordance with the European Directive 2000/59/EC on port reception facilities for ship-generated waste and cargo residues, as embodied in Greek Legislation, as well as the International Convention Marpol 73/78 for the Prevention of Pollution from Ships.

According to PCT’s Ship-generated Waste Management Plan, PCT SA provides port reception facilities, adequate to meet the needs of all kind of vessels (irrespective of the flag they fly) normally calling at PCT SA Terminal, without causing them undue delay.

The waste and cargo residues, indicated in PCT‘s Ship-generated Waste Management Plan, are categorized according to the International Convention Marpol 73/78, as follows:

  • Annex I: Oily waste
  • Annex II: Noxious liquid substances carried in bulk
  • Annex III: Harmful substances carried in packaged form
  • Annex IV: Sewage
  • Annex V: Garbage
  • Annex VI:  Ozone-depleting substances

PCT’s port reception facilities cover all the above-mentioned types of waste and cargo residues.

Moreover, the ship-generated waste management, according to PCT’s Ship-generated Waste Management Plan, is divided in two categories:

  • Liquid waste management: Annex I (e.g. crude oil, fuel oil, sludge and oil refined products, lubricating oil, fuel residues, sludge and oily bilge water etc), Annex II (e.g. noxious liquid cargo residues, tank washings and dirty ballast water etc), Annex III, Annex IV (e.g. sewage generated from ship lavatories, kitchen areas etc)
  • Solid waste management: Domestic and Operational waste (Annex V), Harmful solid substances carried in packaged form (Annex III)

In view of the above, PCT’s Waste Handling Services Department is organized, in order to ensure the effective operation of PCT’s port reception facilities.

The procedure, regarding the waste handling services, is described below:

The waste handling fees must be paid one (1) day prior to the vessel’s arrival.

The notification of ship generated waste - Annex II (see attached) - and the vessel’s Registry Certificate must be sent to PCT on the same day by fax, email or hard-copy.

If vessel arrives between Saturday and Monday noon, the fees must be paid on Friday.

The waste handling fees can be paid from Monday to Friday, from 8:00am till 14:30pm.

If the vessel has to deliver liquid and / or solid waste, you must communicate with the following PCT’s Waste Handling Contractors, at least one (1) day before the vessel’s arrival.

All vessels calling at PCT SA Terminal, have to pay the fees for the use of PCT’s waste reception facilities.

The return of advance fees to ship’s representative is made as follows:

If a vessel does not deliver waste, the total amount of advance fees shall be retained by PCT.

In case a vessel uses PCT’s waste reception facilities (for solid and/or liquid), then the 80% of the amount of advance paid fees shall be returned to the ship’s representative for each waste category.  The balance of the advance fees shall be returned after the ship’s representative has submitted the documents (copies of the waste delivery receipt, Waste Handling Contractor’s invoice and payment receipt), proving that wastes were discharged and the relevant services have been paid in full.

The return of the advance fees is applied in the case of discharge of residues according to Annex I & V of the Marpol 73/78, apart from the lubricant waste oils, that will be collected by the contractor at no cost. This means that if the ship discharges only lubricant waste oils, no return of the advance fee is going to be made.
